1. Focus on one relevant aspect (specificatie maken van de prestatie, elk item moet zich op één relevant aspect van deze specificatie focussen).
2. Independent item content (in sommige gevallen echter wel goed om afhankelijke items te gebruiken. VB: begrijpend lezen. Gebruik van testlet: een groep items die is ontwikkeld als een single unit die is bedoeld om samen te meten).
3. Avoid overly specific and over general content (te specifiek: triviaal - onbetekenend. te algemeen: dubbelzinnig).
4. Avoid items that deliberately deceive test takers.
5. Keep vocabulary simple for the population of test takers (vuistregel: geen leesskills van boven de 12 jaar voor volwassen populatie).
6. Put options vertically (horizontaal is moeilijker te lezen).

2. Test alles aspecten van prestatie en vermogen meet (content validation - dekking).
3. Test gebalanceerd wat betreft multicultureel materiaal en referenties naar geslacht.
